Welcome to the Connecticut Council of Car Clubs

Over thirty four years ago the Connecticut Council of Car Clubs (4Cs) was established.  Since 1973, the 4Cs has effectively monitored legislative proposals, informed member clubs, and acted in the best interest of antique, classic and special interest car hobbyists.  This year brings new challenges and opportunities. 

The 4Cs continually monitors committee assignments, proposed bills and the legislative agenda.  We will meet with legislators, governmental agencies and speak at public hearings on behalf of hobbyists.  The 4Cs has: 

  • Educated legislators regarding the needs of antique and special interest vehicles and their owners
  • Met with the Transportation Committee and Department of Motor Vehicles, on various hobby related topics
  • Spoke at public hearings to support the emissions rule excluding automobiles over twenty-five model years old, which is now law
  • Worked with Department of Environmental Protection to defeat vehicle scrappage programs which have been enacted in other states
  • Worked to enact a law insuring antique auto owners will not be required to retrofit their cars with safety equipment beyond the original requirements      
  • Worked to limit property tax on automobiles registered as antiques to a maximum $500 valuation
  • Successfully campaigned to register vintage cars with Year of Manufacture License Plates.  This bill was signed by Governor Rowland June 1, 2000, and implemented October 1, 2000.
  • In 2001, 4Cs members met with the Department of Motor Vehicles regarding the issuance of Titles for automobile over ten years old, with the DMV subsequently introducing a procedure.
  • In 2003, the 4Cs testified against an automobile inspection bill introduced to the Transportation Committee.  The bill died in Committee.
  • In 2006-2007, the 4Cs with other clubs helped in enacting legislation to exempt composite vehicles from emissions inspections.
Members are kept informed of these activities through The Voice, newsletter of the 4Cs, published six times per year and is mailed approximately a week prior to the regular business meeting. The Voice  is included with all club individual memberships.The 4Cs conducts a regular business meeting six times a year on the first Monday of January (except when it conflicts with the New Years holiday), February, April, June, August, and November. The meetings are scheduled on these dates to coincide with the Connecticut State Legislative Session.

In 2002, we established this website, www.ctccc.net.  Currently available on the site is the 2007 Calendar including Car Shows and Cruise Nights.  We also offer convenient links to Member Clubs, Hobby sites and Government listings including The General Assembly and the Department of Motor Vehicles, minutes of 4Cs meetings and articles of special interest to the hobbyist.

The 4Cs maintains memberships in national organizations such as the Specialty Equipment Marketing Association (SEMA).  These groups provide information on emissions, scrappage and environmental programs nationwide assisting the 4Cs to remain current.

Sunday, June 1, 2008, is the date for the annual 4Cs Car Show, held at the New England Air Museum in Windsor, CT.  We offer a People's and Participant's Choice Awards.  Clubs planning to hold an event during this show are encouraged to inform us in advance to arrange parking for their member’s cars.  Additional information will be provided in upcoming issues of The Voice and on this website (2008 NE Air Museum Show page).
